Why Rockland totals run higher
- New York's Article 32. A licensed assessor's inspection and plan ($300 to $700) and a clearance inspection ($200 to $500) are separate line items from a separate company. National averages mostly come from states without this rule.
- Finished basements. Rockland basements are finished, so remediation means demolition of drywall, carpet, framing and built-ins, and disposal at the county's higher-than-average tipping fees.
- Metro labor and insurance. Remediation crews carry pollution liability and workers' compensation at New York rates.
- Storm surges. After a county-wide flood, demand spikes and out-of-area crews appear; a Rockland-licensed, NYS-licensed company is the filter.
Reading a remediation quote
A compliant Rockland quote references the assessor's plan and itemizes: containment (plastic barriers, negative air, HEPA filtration), the square footage and materials to be removed, cleaning and treatment methods for what stays, drying targets, disposal, and the clearance test by the assessor. It names the remediation company's NYS DOL license number and its Rockland County home improvement license. It does not include rebuilding (that is a separate contractor quote) and it should not include a whole-house "fogging" as the fix. Two things to walk away from: a company offering to assess and remediate the same project, and a quote with no square footage in it.
Insurance notes
Standard homeowners policies typically cover mold only when it results from a sudden covered loss, and many carry a mold sublimit of $5,000 to $10,000; groundwater, seepage and flooding are excluded without flood insurance; sewer backup needs an endorsement. The assessor's report and photos taken before work starts are what a claim rests on.
Questions
What is the cheapest way to deal with mold?
Fix the moisture first; for a patch under 10 square feet on a hard surface, clean it yourself. Anything larger, hidden, or on porous material needs a licensed assessor and contractor, and skipping that usually means paying twice.
Is the assessor's fee worth it?
It is required by law over 10 square feet, and it buys an independent plan and sign-off. It also tends to shrink the remediation quote, because the plan defines the scope instead of the contractor.
Does mold remediation include rebuilding the basement?
No. Remediation ends at clearance with the area clean, dry and open to the studs. Drywall, flooring and trim are a separate contractor's quote.
